As the president was attending a jobs forum in Michigan and challenging the public sector to be open and receptive to new ways to put Americans back to work, his appointees at NOAA Fisheries were posting a notice of another fishery closure that will put thousands of recreational and commercial fishermen out of work for at least six months and probably longer.
