If you are legal then the deer is legal. Don't shoot the dogs and don't worry about the dogs. 90 percent have tracking collars on them so the owner knows where they are. In the process of getting the deer out (dragging) some of the dogs might follow you out, at that point if its private land I would allow one person in to gather their dogs not the whole hunting party, if its public land they should be helping you drag the deer to your truck. On public land the dogs and dog hunters will take care of them selves. There are always one or two in a crowd that don't have no raising, don't let them intimidate you. You have as much right to be on public land as they do. I would expect that you will not have any problems the majority of hunters are kind, caring, respectful people.
