    My wife doesn't hunt but would like to sit with me in a blind from time to time. Does she need a license?

    I presented your question to a DNR Officer and the answer is, “Yes.”

    SC Hunting & Fishing Regulations, Hunting Rules & Regulations, Basic Information on Hunting, p.40
    “Hunting is defined as trying to find, seek, obtain, pursue, or diligently search for game.”

    Because there is a weapon present, all are required to have a hunting license just like bear and raccoon hunters are required to have a license to be on the hunt even though they are not carrying a weapon.

    This is the way it was explained to me.
